
The Technical Working Group (TWG) on the Adopt-a-School Program convened online to review the draft Implementing Rules and Regulations (IRR) of the CEAP Adopt-a-School Program for Small Mission Schools, an initiative designed to strengthen collaboration between larger Catholic educational institutions and small mission schools.
Present during the meeting were Fr. Raymond Joseph L. Arre, Chair of the Superintendents Conference (SupCon); Br. Manuel V. De Leon, FMS, Trustee-at-Large; and S. Marissa S. Viri, RVM, former Trustee-at-Large. Mr. Narcy Ador Dionisio, CEAP Executive Director, facilitated the presentation of the draft IRR and gathered feedback and recommendations from the members of the TWG.
The proposed IRR defines the Adopt-a-School Program as a structured partnership framework through which CEAPβs larger member institutions, including schools, colleges, and universities, provide systematic, sustainable, and mission-aligned support to small mission schools in need.
The Program identifies six key areas of collaboration or Partnership Domains, namely: instructional quality, institutional sustainability, infrastructure and technology, leadership and governance, Christian formation, and advocacy and community engagement.
The TWG agreed that the final version of the IRR will be presented for approval during the CEAP Board of Trustees (BOT) meeting on December 6, 2025.
As CEAP moves toward the institutionalization of this Program, the Adopt-a-School initiative stands as a concrete expression of solidarity within Catholic education, where stronger institutions accompany smaller ones in sustaining their shared mission of evangelization through education.
