Forming Educators for Mission and Excellence through the PCSS–Basic Education Training of Trainers

The Training of Trainers for the Philippine Catholic Schools Standards (PCSS) – Basic Education was successfully held on March 2–3, 2026, at the OLOPH Building of Phoenix Publishing House, Inc.

The two-day formation brought together selected trainers from across the country who will serve as facilitators in promoting and implementing the PCSS within their regions and school systems.

Each day began with the Eucharistic celebration, presided over by Fr. Alain P. Manalo and Msgr. Michael Feliciano Veneracion. In their homilies, they reflected on the relevance of the PCSS mission to the life of the Church, emphasizing the vital role of Catholic schools in forming learners grounded in faith, excellence, and service.

The orientation sessions were facilitated by the Technical Consultants (TCs), who guided participants through the core principles, benchmarks, and implementation processes of the PCSS–Basic Education. The team was led by Fr. Alain P. Manalo, Chairperson of the PCSS Commission, together with Dr. Cynthia C. Arcadio, PCSS–BE Chairperson and Executive Director of Phoenix Publishing House Educational Foundation Inc.; Ms. Simonet A. Barrosa; Fr. Elmer G. Dizon; Mr. Jose Ramelle E. Javier; Dr. Miguel Q. Rapatan; Dr. Amelia G. Ronquillo; and Msgr. Michael Feliciano I. Veneracion. Drawing from their expertise in Catholic school governance, mission integrity, and educational quality, the consultants helped participants deepen their understanding of the standards and their practical application in Catholic schools.

Mr. Narcy F. Ador Dionisio, CEAP Executive Director, delivered the closing remarks on the first day and affirmed CEAP’s support for the initiatives of the PCSS–Basic Education. On the second day, Dr. Arcadio delivered the closing remarks before the awarding of certificates to the trainers.

The participating trainers, key personnel from Catholic schools and educational institutions are expected to lead the cascading of the PCSS formation program in their respective communities, strengthening its implementation at the regional and system levels.

Through this program, Catholic schools are guided by shared benchmarks of mission integrity, governance excellence, and educational quality. By equipping regional and system-level trainers, the partnership strengthens internal capacity and promotes consistent standards across member schools.

Following the Training of Trainers, the next step is to cascade the formation to schools and school systems, enabling them to contextualize, apply, and sustain the PCSS in their daily operations and long-term development plans.

This initiative is a joint effort of the Catholic Educational Association of the Philippines (CEAP) and Phoenix Publishing House, Inc., aimed at building a strong pool of formation leaders who can deepen understanding and ensure the faithful implementation of the Philippine Catholic Schools Standards (PCSS). The PCSS serves as a framework for continuous improvement and sustainability in Catholic schools nationwide, guiding institutions in upholding faith formation, academic excellence, and the holistic development of students in alignment with the teachings of the Catholic Church.
