TAPAT Leads BistoProyekto Briefing to Empower Citizen Oversight of Public Infrastructure

On February 4, 2026, CEAP conducted a meeting with Taongbayan Action for Participatory Accountable and Transparent Governance (TAPAT) via Zoom.

The meeting was attended by Mr. Narcy F. Ador Dionisio, Executive Director of CEAP along with its Advocacy and Public Engagement Unit, Ms. Charina Claustro, Ms. Leslie Villanueva, Ms. Faith Gayatao, and TAPAT representatives, Mr. Redempto “Dondon” Parafin, Atty. Aison Alejandro Sy Garcia,  Ms. Nina Karl Sta. Cruz, and other partners who joined to discuss the integration of the initiative within their network.

During the session, TAPAT presented its core objectives and shared the bisto.ph platform, a citizen-powered reporting tool designed to fight corruption and ensure the quality of public infrastructure. The presentation focused on training volunteers to verify project existence and provide evidence-based feedback. TAPAT also outlined the seven-step inspection process—ranging from site visits to reporting findings—and established core principles centered on safety and integrity. This briefing serves as the groundwork for the promotional launch on February 21, which will feature simultaneous live citizen inspections.
